- Engagement path

What interpretation adds
The Inspector reports conditions. It does not decide which of them matters to a particular practice, in what order, or at what cost. That judgement is the work, and it is not automated.

- Each finding is read against business effect, with its evidence class and confidence stated, so observation and judgement stay separable.
- Prioritisation
- Findings are ordered into a remediation sequence. The order is itself an argument, and it is written down rather than implied.
- Coverage
- The four surfaces the Inspector cannot reach — human, technical, publishing and measurement — are assessed by the principal.
