A security foundation needs more than a successful infrastructure deployment. It needs clear ownership, tested controls and an operating routine.

## Start with responsibility

Identify who manages identities, environments, releases and incidents. Make the approval boundaries clear enough to use during ordinary work.

Keep the first scope concrete. A control without an owner or a verification method is difficult to maintain.

## Build in stages

Establish identity and access, then the network boundaries and delivery process. Add workloads once those foundations can be checked.

Each stage should have a clear result and a recovery path. This makes failures easier to isolate and changes easier to review.

## Test the controls

Verify permitted and denied actions with representative accounts and workloads. Check whether the logs provide enough information to investigate what happened.

A configuration file records intent. Tests and deployed-state checks establish whether the intended boundary is working.

## Maintain the foundation

Review access, exceptions and dependencies as the system changes. Exercise recovery before it is needed for an incident.

Keep operating instructions short and current. The foundation should make responsible delivery easier for the people using it.
